Objective
The Township of Blandford-Blenheim is inviting Expressions of Interest (EOI) from individuals, community groups, or businesses who are interested in providing canteen and concession services at the Plattsville Arena, located at 68 Mill Street East, Plattsville, Ontario, N0J 1S0.
This opportunity is ideal for a vendor who enjoys working with the public and wishes to contribute to the welcoming and community-focused atmosphere of one of the Township’s most frequently used recreational facilities.
All submissions must be received by October 31, 2025, at 4:00 p.m.
Background
The Plattsville Memorial Community Arena serves as a major recreational hub for residents of the Township of Blandford-Blenheim and surrounding communities. The facility includes the SinglePad Arena with spectator seating for approximately 300 people, six dressing rooms, and a community hall connected to the arena that is frequently used for public and private events.
Throughout the year, the arena hosts a wide range of activities, including local minor hockey (both house league and rep teams), figure skating programs, adult recreational leagues, and community events. The facility operates seven days a week during the ice season (middle of September until April) and serves as a vibrant gathering place for players, families, and spectators alike.

Service Provisions and Requirements
The successful proponent will be required to comply with all applicable public health and safety regulations as established by the Province of Ontario and Southwestern Public Health. Where interpretation of requirements is necessary, the Township will seek clarification from Southwestern Public Health to ensure full compliance.
The canteen area at the Plattsville Arena is equipped for light concession operations and includes access to utilities; however, it is important to note that utilities at this location are not currently sub-metered. The Township will work cooperatively with the selected vendor to ensure a smooth transition and setup period prior to opening.
In addition, the successful proponent must carry a minimum of two million dollars ($2,000,000) in liability insurance, and the Township of Blandford-Blenheim must be named as an additional insured third party on the policy. Proof of this insurance must be provided to the Township prior to commencing operations.
Scope of the Expression of Interest
This Expression of Interest is intended to identify qualified and interested parties for the operation of canteen services at the Plattsville Arena. It is not a formal Request for Proposal (RFP) or tender process. The Township may, at its discretion, proceed to a formal RFP or tender, negotiate directly with one or more proponents whose submissions best align with the Township’s objectives, or decide not to proceed further based on the information received.
The Township reserves the right to accept, reject, or cancel this process without obligation or liability.
Submission Requirements
Interested parties are asked to provide a detailed written submission outlining their business or operational proposal. Submissions should include the following information:
- Name of individual or business
- Brief description of the business
- Relevant experience in concession operations or similar services
- Proposed compensation package payable to the Township of Blandford-Blenheim
- Proposed menu, including examples of hot and cold food items
- Proposed hours of operation
- At least three (3) references

Interested parties are encouraged to schedule a tour of the canteen and arena facilities prior to submitting their Expression of Interest. Some concession equipment may be available for use as part of this opportunity.
